Our speaker will be one of our favorites, Darin Matthews. Darin Matthews, FNIGP, CPPO, CPSM, NIGP-CPP, serves as the chief procurement officer for Cal Poly University in San Luis Obispo. He is past president of NIGP: The Institute for Public Procurement, and a recipient of their highest honor, the Albert H. Hall Award. Darin is the author of several books and articles on procurement and speaks throughout the world on leading procurement practices.
This session will provide information about protests and disputes that may be encountered in public procurement, such as specification protests (request for change) and protests of contract award. It is not unusual for the preparation of a solicitation to go as planned, the procurement process (including evaluation) goes smoothly, and then a protest is encountered. Oftentimes no matter how well a bid invitation or RFP is written, it can still experience challenges.
The presenter will provide actual case studies of public bid protests and how they evolved. Audience members will be given the opportunity to weigh in and “vote” on the outcome they believe to be most appropriate. The actual outcome of the cases will be shared for each case. Be prepared for an interactive discussion.
